air force one was touched down where the president was -- air force one touched down and was greeted by chris christie and they flew over portions in a helicopter of atlantic and cape may county. they saw boardwalks and streets covered and flooded with water and sand. the focus right now is to help those who are victims and others who have been displaced by the lost power from the storm. >> our hearts go out to the families who lost loved ones. it's true because of good preparation, the loss of life was kept lower than it might have been. for the individual families, obviously, their world has been torn a part. >> obviously, i want to thank the president we spent a significant afternoon together surveying the damage. we were in marine one together to show the president that

personally. >> reporter: in light of the devastation, the president suspended his presidential campaign activities and the president will resume campaigning tomorrow, which stops in wisconsin, nevada, and colorado. mitt romney campaigned in tampa, florida, with senator marco rubio and jeb bush but mitt romney didn't mention president obama by name, shawn. >> what do you think this is going to do? what sort of message does it send to see chris christie, a huge romney surrogate, there arm-in-arm, giving the compliments and praise back and forth with president obama. >> reporter: you heard the governor yesterday in blunt terms. quite frankly, he could not give a damn n his words, about this electi right now. we're on unchartered territory right now. there was a suspension of campaigning for a brief time back in 2008 as both candidate obama and candidate mccain went back to the white house to deal with the debt crisis and the banking crisis, but we have never seen this before, you

know, six days out from election day. the president of the united states, the incumbent campaigning for a second term literally suspend operations on his campaign for 48 hours. the romney campaign has been trying to do the best they can in this situation to not say anything that could be termed inconvenience or challenging. mitt romney didn't mention president obama's name at this point. the stakes that the president is dealing with now, those are strong territories for the obama campaign: delaware, new jersey, new york. the obama campaign was not worried about those states n. a political sense, mind you, but clearly anything the president is doing now, the response to this crisis is being watched by the country as a whole, and when you have president obama in his role as president right now and mitt romney kind of relegated to the sidelines right now as the republican challenger, that is an advantage for the incumbent; however, we'll have to see that on tuesday whether or not this had any affect on this at all. >> absolutely, much more on how

sandy is impacting the presidential election coming up later in the newscast. thank you very much. and back to some of the unbelievable pictures coming out of new york city. this is the subway station and new york city's mayor said all of the 10 tunnels that carry new yorkers under the east river are flooded. limited subway service will resume tomorrow. buses will be used to make up for the lack of trains running between manhattan and brooklyn. meantime, two of new york's three major airports are back open today. the flights resuming slowly at jfk and newark. laguardia, though, still closed and this ivideo of trucks pumping water from the runways at laguardia. the airport officials are not sure when it will reopen. by the way, if you're flying through the area tonight or tomorrow, it's probably a good idea to check with your airline before you head to the airport. wall street is back in business today. the new york stock exchange reopened. you may remember trading closed for two days because of sandy. the nasdaq resumed operations

and this is the first time in 27 years that the exchange is closed for two days because of bad weather. the storm might be over but sandy's impact on new york and new jersey will be felt for some time now and scenes like this are playing out all over staten island where the national guard is making air rescues. in hopeecken, new jersey, troops are -- hoboken, new jersey, troops are delivering food and water. lisa is on the ground there tonight. what is the latest? we heard some 20,000 people at some point, may be stranded. lisa? >> reporter: the flood waters that submerged much of hoboken, new jersey, are receding. the problems for residents are continuing. about 85% of the city is without power and there is no word on when electricity will be restored. the water, taking a toll on a lot of the buildings, many businesses like this grocery store right here remain closed. they put up sand bags and tried to ward off the surge of water that came in up to five feet high, but it just wasn't

enough. residents who decided to stay here are wondering if they made the right decision, if the water is safe to drink. if&if the gas, the only way they're able to cook food, is going to remain on. there is no word when relief will be in sight. the city remains sealed off. only people who live here are allowed in. some people are not even able to get out because their cars were under water and not operating. the national guard is on the scene here helping with rescues and evacuations. in hoboken, new jersey, i'm lisa ebers, fox news. back here at home, parts of frederick under water this evening. sky fox flew over the area earlier today. can you see flooded homes and roadways. the flood warnings for the river is extended into tonight. let's go to gary mcgrady for the latest. gary, you predicted we would see some flooding like this. >> reporter: some flooding but not a lot of flooding and there is going to be some folks impacted by this and this is not a lot, okay. and that is the good news.

it's all coming down. take the graphic, and we have two different sets of warnings here. the dark grown error or the river flood warnings and most will go to later on today and to tomorrow. the light green is a coastal warning and has to do with alexandrea and we're looking at the river flood warnings for that and dealing with the monocacy, and that is to 15 feet. at 2:00, it was over there that and shy of six feet and by 8:00, it's expected to be below flood stage below 14 feet and that is recrowding nice live there and seems to be that -- receding nicely there and continues with flooding today and tomorrow and this is taken into consideration there and for alexandrea, we're talking about two to three feet above

normal, better than it was yesterday when it was three to four or five feet below normal and for washington channel, below this before 10:00 and alexandrea and that is when they will have at least the chance for the peak flooding down there. we'll watch this and the river levels and that is looks like everything is coming down nicely. >> good news, gary. thank you. another big story we're following tonight. tragedy in montgomery county. a high school student on the way to class this morning struck and killed by a car. the 15-year-old christina morris ward was two blocks away from sevenca valley high school when she was hit along here. fox 5s matt ackland is live with more on this. matt. >> reporter: well, this happened around 7:00 this morning. the sun was coming up and it was hard to see and, christina

-- and christina was wearing dark clothing and this happened on the street behind me and they say right now, it appears the driver had the green light when he hit christina here. it was a typical walk to school for christina morees. -- morris. her mother stopped at the accident scene after leaving the hospital this morning. >> and she was a happy person, a goofy individual. she loved taking pictures and facebook. she was a happy person. >> reporter: christina was wearing dark clothing. police say she made it across two lanes of traffic but was struck as show tried to cross the northbound lanes. >> the vehicle was on a green light. >> reporter: heartbreak at seneca valley high school where she was a 10th grader. >> christina was a quiet young lady and she was active and engaged with her friends.

they loved her they speak of her. >> and you're sad and it hurts. >> reporter: grief counselors were brought in to speak with upset students. meanwhile, christina's mother said that she wants to know more about the accident and hoping to talk with the driver. >> i need more details. >> reporter: tonight, montgomery county police continue to conduct this traffic accident investigation. meanwhile, they're asking all motorists, all pedestrians to keep an extra eye out in the morning. the sun is coming up later and it's darker as kids are walking to school and police are asking folks to make sure that they're careful as they drive to work each day. will? >> all right, matt, a very sad and difficult situation out. there thank you. >> for sure. now to a fox five news alert out of virginia tonight.

the police are on the hunt for a man suspected of drive trying to kill two police officers. lawrence stewart is accused of making pipe bombs and detonating the bombs at the homes of the stafford county sheriff and detective. the police considered stewart armed and dangerous and they doing everything they can to get him into custody. >> i would like to say that, be assured that every law enforcement technique is being utilized to arrest stewart ii. this man is a serious danger and threat to society and has already attempted to murder two law enforcement officers and families and citizens. >> stewart was last seen in a red hyundai accent with license plate wxaa249. a virginia man is under arrest accused of posing as a

teenager online to solicit sexual activities to middle school kids. police say that 43-year-old robert rennie created a fake facebook profile posing as a lungsford middle school student. he used the name kyle kurtz as his alias and believe there mean more possible victims. if you believe your child was contacted by the guy, call the loudoun county sheriff's department. over in virginia, police are asking you to keep your kids safe for halloween, trick or treating and they're helping out, too, with operation porch lights out. tonight, officers will be monitoring sex offenders across the state. offenders are requat home with not answer the door for children or they must attend a secure meeting during trick-or- treat hours. and some students went back to class to be sent back home. coming up, we'll tell you about the power problems that had parents furious. >> plus early voting is back in maryland after sandy shut things down for a couple of days. find out if things are boother

. a fallout from super storm sandy. the first day back to class for students in bowie, maryland, was cut short. bob barnard is live in the newsroom with more on the power problems at the high school. bob? >> reporter: the end result was an early dismissal this afternoon. a partial power outage at school will do that but getting to that point today was confusing for some kids try for the school staff and upsetting for some bowie high school parents. the trouble was here inside the school, but don't the let this brightness fool you. >> some clothes have light and most of the school is pitch dark. >> half of the school didn't have power and most in the hallways. >> everybody's just go doing their own thing. >> reporter: bowie high school has a student population of 2900. its principal is dr. bay. >> we have been told it's a transformer issue. and that the reason why we didn't have full power. >> reporter: school administrators decided to start the school day anyway, causing concern for some parents who were called or texted by their

kids. >> when you don't have lights, you don't have instruction. i don't see how kids can understand or learn, you know, in poorly lit classrooms. >> reporter: diane parks' son sean, a senior here, said some teachers didn't try. >> i was sitting in class. my teacher was not going teach. she was like you should go home. >> reporter: the calls home to parents triggered anger in some. >> this is unacceptable. inexcusable. >> it was basically a waste of time. >> reporter: dr. bay said 90% of the school had electricity this morning. >> and then as the time went on, as the day went on, we start to lose power. so once we reach a point where we were at 50%, we had to make the decision that it was in the best interest of the students to have an early release. >> reporter: that came after noon. two hours early. the buses got here and students went home. some with their parents. not all of them critical of the administration. >> and i think the principal did the right thing of keeping the kids there. >> and you do to that storm?

>> a blown transformer. in the meantime, the school fired up the generator but it could do so much. late today, bg&e crews were able to isolate the problem and repair the blown transformer and get all of the lights back on at bowie high, where we're told, classes will resume in the morning, a full day schedule planned for the students. >> thank you, bob. county leaders in maryland are upbeat after the storm. montgomery and prince georges county executives told wtop radio the recovery from super storm sandy is going very, very well. >> mostly for us, it was downed trees, you know, not as many as we have seen in the past -- seen in the past. by and large, we survived sandy quite well and i want to thank everyone for staying off of the road. we asked them to do that and

they did it. >> and this is pretty good compared to previous storms. i want to personally thank pepco. they brought in a large number of crews and had -- . >> and what a difference a year makes, huh? >> yeah. >> and they keeping a close eye on the chances of flooding. gary was saying earlier? >> a slight possibility in old town alexandrea last night and nothing to monumental. the calm after the storm? >> for now. we would like to see more sunshine and that would help to dry things out. i think we're going to see a gradual increase in sunshine the next few days and that is not going come out at once. this is why. the big monster circulation continues to sit and spin and this is an atmospheric traffic jam, if you will. and that is blocked right now. there is nowhere for it to go

and that is looks like the pattern is more aggressive the next few days, things will move along and the traffic jam will break up a bit. we'll get the storm system out of here. we have had a fit of rain here or there and some sunshine, too and that is nice while we had it. drop into this 40s, 53 in up to and 48 for gaithersburg and that is cooler there and with the temperatures to the mid- 40s. look at the graphing here and figure out where you are and if you're in the upper 40s to mid- 40s, that is where you're going to be minus 5 degrees, okay and about great degrees once the sun sets and temperatures will be dropping. officially for the metro area, this is your trick-or-treat forecast. staying mostly cloudy and

day shelf life. the center operates 45 blood drives a day and there are fewer due to the storm. new jersey governor chris christie describes the aftermath with sandy with one word: unthinkable. at least six people are dead in new jersey. the jersey shore completely wiped out and parts of the amusement piers have washed away into the ocean. it could be a few more days before folks can assess the full damage of sandy. when you consider the state relies heavily on tourism, this could have long-lasting economic impacts on businesses, especially those that can't get up and running again in time for the next big tourism season which, is next summer. it's crunch time for mitt romney and president obama. neither one expected a monster storm to stall the political push for the white house. fox's shannon breen has a closer look at how both camps are moving forward while carefully taking a national crisis into consideration. >> reporter: hurricane sandy

changeed his battleground game plans, but president obama will return to the campaign trail thursday. today, he's monitoring the recovery efforts in new jersey with romney supporter governor chris christie. >> what i can promise you is the federal government will be working as closely as possible with the state and local officials. >> reporter: rival mitt romney restarted his campaign in florida and asking supporters to help the hurricane victims and promising change. >> in seven days, the whole nation will come together. in seven days, we will come together and do the work that needs to be done. >> reporter: the sunshine state is important for both camps. new polls show romney closed the gap with the candidates nearly tied in a new quinnipiac poll. in the final push, the focus is entirely on the swing states and the campaign's final round of ads. vice president o biden -- presidential joe biden is in florida and paul ryan in

where turnout is especially heavy. karen? >> reporter: we're at the bowie public library, one of five voting centers in prince georges county. fo toquote one of the people we talked to earlier today, the turnout is large and looks like something from a rock concert. this neighbors all around the building, curbs around in the parking lot and goes along a fence. these are people wanting to vote. the lines have been this long all day. it takes voters two to 2 1/2 hours to go through the process. >> i want to vote on the presidential election and questions six and seven are important this year. >> reporter: some voters see the long lines as historic, considering the election is not until next week. others say a message is being sent. >> and shouldn't try to keep people from voting. that is for republicans.

most people are probably democratic voters. >> reporter: the voting days and hours have been extended since two days were lost while hurricane sandy blew through here. that may account for some of the huge turnout. over in montgomery county, we stopped by the civic center in downtown silver spring andd lines were not as long, but voters are sizing the moment to do their civic duty. >> i think it's convenient for people to get a vote ahead of time. for me, one less thing to do next tuesday. >> reporter: in burtonsville at the maryland praisner community center, we asked voters if they thought hurricane sand he anything to do with the numbers they're seeing. >> before the storm, i would have said it was the storm. now, i guess people want to make sure they have an opportunity you know, to get in and waste their opinions. >> reporter: there are controversial issues on the ballot. gambling in maryland. that is confusing. there are so many people speak

for and speaking against, it's hard to know which is the right direction to go. >> reporter: same-sex marriage? >> i have an opinion and voted. >> reporter: and the dream act? the immigration issue? >> absolutely. i support that 100%. i was happy to be able to vote on that. >> reporter: back out here life in bowie, there are so -- live in bowie, there are so many people here. the lines areo slopping -- so long. they have police to handle the crowds and deal with the traffic in the parking lot. back to you. >> and that is important. get out and do it. i spent a hour and a half in line. it's worth it. >> and i voted today myself. >> thanks, karen. in d.c., early voting sites reopened. the board of elections is extending voting hours from 8:30 a.m. to 9:30 p.m. each saturday and they have added extra voting equipment at each location. officials are reminding voters if the lines are really, really

long at the voting centers, you can vote at any early voting site throughout the district. he's the broad question. will the damage caused by sandy impact the presidential election? some analysts say yes, especially with widespread power outages across the northeast. mike flankery spoke about what could be done. >> reporter: modern democracy uses machines that require electricity to record individual votes. and then high-speed computer internet connections to transmit total counts to central election officials. there may not be electricity in parts of new york city for next tuesday's election. rural areas could face longer delays on power. election officials across the northeast are scrambling, discussing where it's possible to consolidate polling places, use portable generators or have some vote by hand the old- fashioned way. what only a few are discussing

u.s. jobs report will be released on time despite concerns it would be late because of sandy. earlier in the week, the department officials say they could not rule out a delay since much of the final work on the report is done in government buildings, which were closed during the storm, as you know. officials say that some employees came in tuesday to get it done. the final jobs report is expected before election day. well, they could bring major traffic relief to the beltway. coming up, why the new express lanes in virginia could be open in time for the holiday travel rush. >> keep seeing them. have to log on to the website. plus, another person dies in virginia raising the death toll in that meningitis outbreak. ut anncr: it's said that character is what we do... when we think no one is looking. mitt romney: believe that they are victims. anncr: mitt romney thought no one was looking when... he attacked forty-seven percent of americans.

lanes on the virginia beltway. they will open as early as november 17th. there are two new lanes in each direction along that 14-mile corridor from the spring feel interchange to north of the dulles toll road. you will need an ez pass to use the lanes. carpeelers will need a special ez pass transponder to use the toll lanes for free. a maryland man is dead after a crash on the beltway near college park this morning. it happened on the outer loop before 5:30. the delays lasted for hours as police investigated and crews cleaned up. investigators say 44-year-old qwame aban was killed after his car was hit by a truck. he stopped in the road after being involved in a fender bender. metro is getting back on track after super storm sandy. the transit agency is operating on a normal weekday schedule today. metro will shut down all day monday and reopened on a limited schedule yesterday afternoon. bus routes are experiencing delays and detours because of the downed trees and powerlines. >> that is good news.

far western regions, it will be cooler than that, perhaps 44 to 45 by 9:00 or so and maybe lower 40s if you're out west and to the north. okay, it looks like the fact that it's going to be chilly, looks like it's going to be real, real nice and be careful out there. in terms of what is left from hurricane sand -- hurricane sandy, super storm sandy, monster storm sandy, whatever you want to call it, it's still sitting and spinning. more rain into canada here. still a little bit of snow to west virginia where the snowfall totals have been two to three feet in some cases and we didn't see any snow here back at only and -- home and see very little rain today. a few spots of rain here and there and most of that is well back up to the north and west. can't completely rule on the fact that -- out the fact that overnight tonight we might not have a sprinkle or shower here and there, but more than anything, looks like we're talking about mostly clouds, winds out of the west at 5 to

10 miles an hour. low in the city into the lower 40s and cooler in the suburbs, we're talking upper 30s out there as we progress through the day tomorrow and a little bit better and that is not going to be real windy. mostly cloudy at noon, early and mostly cloudy at noon. the temperatures into the lower 50s and i'm hoping by 5:00 tomorrow afternoon, tomorrow evening, that temperatures should be into the mid-50s. because i think we'll have a little bit more in the way of sunshine than what we had today. not a lot, but we will progressively get more and more and cool or friday and more clouds on friday. maybe a spotty shower around. the weekend looks okay. 55 on saturday and sunday morning, the clocks do what? >> fall back. >> yeah. >> and an extra hour of sleep. >> yeah.

a nationwide meningitis outbreak continues. health officials in virginia identified another death from the tainted steroids injections, bringing the total number of fatalities to three. the cdc is reporting more than 377 illnesses and 29 deaths in 19 states. children with attention deficit hyperactivity disorder may be more likely to smoke later in life. researchers took blood samples from more than 450 children with adhd and found that one genetic variance associateed with the number of cigarettes smoked by mothers during pregnancy was more likely than any other rareiant -- variant to be associateed with adhd diagnosis in children. the finding suggests the variant may increase the risk of adhd and smoking by impairing higher brain functions. speaking of smoking, children who experiment with menthol cigarettes may be more likely to become habitual smokers than their peers who start on regular cigs. in a study of nearly 50,000
